Film studio for
disadvantaged and disabled children in Moscow, 6080 Euro
Having
a physical handicap often has much greater consequences for Russian
children than for children in the West. Moreover, the definition of
'handicap' is much wider in Russia. For example, if you have
diabetes you are handicapped.
Even
though this is against the law, schools often reject these children.
This is not only serious in terms of their education; the rejection
by Russian society is also disastrous for their general development.
Children become depressed, are unable to express themselves and
sometimes stop talking altogether.
Elena Siltchenko from Moscow has a son with serious diabetes. Having
encountered problems in her son's education, she set up Echo, a
centre for after-school care, where handicapped children can come
after school to play and learn. At the centre they learn to express
themselves and see themselves as valuable persons. In addition,
Elena visits schools to try and persuade them to include the
children in their teaching programmes. Elena receives a small salary
from the local government, but the centre is otherwise dependent on
gifts from parents and local residents and from the Dutch Pavel
foundation
In 2004 Moments of Joy paid 1500 Euro for refurbishment when Echo
moved to a new location. Echo has grown and started to include in
its programmes children from large, disadvantaged families. The
centre now offers its facilities to 120 children and youngsters aged
between 7 and 20, including 80 disabled children. The centre also
organises "community" programmes, such as a video
festival, in which children from anywhere in the city can
participate. This has been a success and about 1000 children, half
of whom are disabled, attend. In addition, 150 children, including
70 with a disability, take part in the summer "kids' film
camp".
The centre is now seeking financial support in setting up a
"film studio".
The children have been given film lessons by, often talented, people
from the Moscow film academy for years. This produces some income
for the centre, as the children are asked to film at weddings and
parties and are paid for this. However, the equipment is old and
more could be done with commissioned films and films produced by the
centre itself if a semi-professional film studio could be created.
Professional teachers have indicated that they are willing to teach
on a voluntary basis. Supervisors and space are available, and there
are (potential) customers. 60 youngsters have been selected to take
part; 40 of them are handicapped. The only thing they now need is
the equipment.
Budget
The costs of realising the programme are:

4.One pair of camera Led-lamps COLO DVL-PAC: € 350.--
3. Accumulators BR-M50 3 (each at €260) : € 780.--
